EU Launches Carbon Removal Certification Framework (CRCF)

The European Union has taken a significant step toward achieving climate neutrality with the adoption of Regulation (EU) 2024/3012, establishing the Carbon Removal Certification Framework (CRCF). This framework represents the first comprehensive, EU-wide voluntary system for certifying permanent carbon removals, carbon farming activities, and carbon storage in products. In February, the Commission has adopted the first set of CRCF certification methodologies on permanent carbon removals and will soon start recognising the schemes intending to implement those methodologies. It is intended to complement emissions reduction efforts and support the EU’s legally binding objective of achieving climate neutrality by 2050.

With the first certification methodologies now published and scheme recognition underway, organizations across agriculture, forestry, and industrial carbon capture are positioning themselves for early market entry.

Purpose and scope

At its core, the CRCF is a voluntary EU-wide certification framework designed to ensure that carbon removals are credible, measurable, and of high quality. The CRCF Regulation established the first EU-wide voluntary certification framework for:   

  • Permanent carbon removals Direct Air Carbon Capture and Storage (DACCS), Biogenic emissions capture with carbon storage (BioCCS), Biochar carbon removal (BCR).  
  • Carbon farming (e.g., soil carbon sequestration, forestry, and other land-based removal practices).  
  • Carbon storage in products (e.g., bio-based construction materials and other long-lived carbon-storing products).

By establishing EU quality criteria and laying down monitoring and reporting processes, the CRCF Regulation will facilitate investment in innovative carbon removal technologies, as well as sustainable carbon farming solutions, while addressing greenwashing.    

Certification principles: The “QU.A.L.ITY” framework 

A central element of the CRCF is the application of stringent quality criteria, commonly referred to as the “QU.A.L.ITY” principles. These principles form the foundation for certification and subsequent audit and assurance processes. 

Certified activities are required to demonstrate: 

  • Quantification: Accurate measurement of net carbon removal 
  • Additionality: Evidence that activities must go beyond business-as-usual or regulatory requirements 
  • Long-term storage: Demonstration of durability and appropriate management of reversal risks 
  • Sustainability: Alignment with environmental and social safeguards, ensuring no significant harm 

 These quality criteria create both a compliance requirement and a competitive differentiator certified projects will demonstrate measurably higher integrity than voluntary market alternatives. 

Governance, MRV, and registry infrastructure 

The CRCF introduces a structured governance model aimed at ensuring traceability, transparency, and auditability. Key components include: 

  • A Union-wide registry to record and track certified carbon removals 
  • Standardised monitoring, reporting, and verification (MRV) requirements 
  • Use of independent certification bodies and third-party verification processes 

 To be certified, eligible activities need to comply with four quality criteria and related EU certification methodologies and need to undergo third party-verification and certification. The Regulation distinguishes three groups of activities that can generate four certified units: 

Permanent carbon removals Permanent carbon removal units
Carbon farming Carbon farming sequestration units or soil emission reduction units
Carbon storage in products Carbon storage in product units

This classification enhances consistency in how carbon removals are quantified, certified, and recorded within the EU-wide registry, supporting greater transparency and comparability across the market. For project developers, early engagement with these MRV requirements reduces certification timeline risks and implementation costs. 

The Regulation also promotes the use of digital monitoring approaches to improve efficiency and reduce certification costs. This includes the integration of on-site measurements with remote sensing technologies, modelling, and advanced data systems (e.g., satellite-based monitoring), particularly for carbon farming activities. Such approaches are expected to enhance data accuracy while reducing administrative burden. 

Role within EU climate policy 

The CRCF Regulation mandates third-party verification of carbon removals and soil emission reductions, as well as the publication of certification-related information in an EU-wide registry. The CRCF complements existing EU climate instruments, particularly the Land Use, Land Use Change and Forestry (LULUCF) Regulation, which establishes binding targets for net carbon removals, including a target of 310 million tonnes by 2030. 

Market implications and opportunities 

The CRCF is expected to play a pivotal role in shaping the future carbon removal market by: 

  • Unlocking capital flows: Facilitating investment in engineered removal technologies (e.g., DACCS and BECCS). 
  • De-risking carbon farming adoption: Supporting adoption of carbon farming practices among land managers and agricultural stakeholders. 
  • Establishing market benchmarks: Creating a reference standard for high-integrity carbon removal credits that voluntary schemes will need to match.
  • Enabling corporate climate strategies: Providing credible removal units for organizations with net-zero commitments requiring insetting or residual emissions neutralization.

Early verification provides first-mover advantages in credit issuance, partnership negotiations, and investor confidence. Organizations that prepare robust MRV systems and documentation aligned with verification requirements now will move through third-party verification cycles faster than those navigating compliance reactively. 

Key considerations for verification readiness 

Organizations preparing for CRCF third-party verification should address several critical considerations early in project development

  • Measurement uncertainty: Particularly relevant for nature-based solutions, where monitoring limitations may impact accuracy. 
  • Additionality assessment: Demonstrating outcomes beyond baseline scenarios requires robust evidence and consistent evidence.
  • Permanence and liability: Long-term storage introduces reversal risks and accountability challenges. 
  • Methodological complexity: Evolving methodologies may create administrative and operational burdens .
  • Voluntary uptake: The non-mandatory nature of the framework may limit early-market scalability. 

In addition, stakeholders have raised concerns regarding the potential for over-reliance on carbon removals, which could detract from the urgency of emissions reduction efforts if not appropriately managed.
