The International Maritime Organization’s (IMO) Net-Zero Framework represents a watershed moment in maritime environmental regulation. This comprehensive regulatory package – approved in April 2025 at MEPC 83 and with formal adoption scheduled for October 2025 – sets the stage for a global transition towards net-zero greenhouse gas (GHG) emissions from international shipping by approximately 2050. The Framework integrates technical measures in the form of a goal-based marine fuel standard with an economic instrument through an innovative GHG pricing mechanism. Notably, it introduces a two-tier compliance system with distinct targets and adjustment mechanisms which are supported by robust verification processes, clear responsibilities for flag and port states, and a dedicated revenue recycling channel, the IMO Net-Zero Fund. 

Key highlights of the regulatory initiative include: 

  1. Scope of Application and Exemptions: The Framework’s scope is carefully defined to focus on vessels that have the largest environmental impact, predominantly those over 5,000 gross tonnage on international routes. This targeting is crucial given that such ships account for the vast majority of global shipping emissions. The regulatory text also delineates specific exemptions – for instance, vehicles operating solely on domestic voyages, non-mechanically propelled ships, and certain offshore platforms are not subject to these rules.
  2. Timeline for Implementation: The IMO Net-Zero Framework was finalized at MEPC 83 in April 2025, with formal adoption planned for MEPC/ES.2 in October 2025. Following a 16-month tacit acceptance period, the framework is expected to enter into force in 2027. Enforcement and practical operations will commence from January 2028.
  3. Ambitious Emission Reduction Targets: With annual GHG intensity reductions compared to a 2008 baseline – targeting a 30% reduction by 2035 and up to a 65% reduction by 2040 under the base compliance pathway, alongside stricter targets such as a 43% reduction for direct compliance – the Framework pushes for transformative improvements in marine fuel utilization.
  4. Dual Compliance Pricing Mechanism: The tiered compliance system distinguishes between Tier 1 (Direct Compliance), which allows for offsets using surplus credits or lower-priced remedial units priced at approximately US$100 per tonne CO₂ equivalent, and Tier 2 (Base Compliance), where non-compliance requires purchasing remedial units at around US$380 per tonne CO₂ equivalent.
  5. Support for Alternative Fuels: The Framework provides explicit incentives to foster the development and adoption of low-carbon alternatives, including ammonia dual-fuel and other renewable fuels. Although ammonia technologies present a competitive advantage from the mid-2030s onwards, uncertainties remain for producers of e-fuels, with the effectiveness of the Zero and Near-Zero (ZNZ) reward mechanism being a significant factor in future investment decisions 1.
  6. Robust Verification and Enforcement: Detailed verification processes, reporting requirements, and mandatory certification through Sustainable Fuel Certification Schemes ensure transparency and accountability. The new measures also distribute oversight responsibilities between flag state administrations and port authorities.
  7. Dynamic and Adaptive Regulation: Built-in five-year review cycles under Regulation facilitate timely adjustments to targets, thresholds, and methodologies, ensuring that the regulatory approach remains in step with evolving technology and market realities.

The IMO Net-Zero Framework will reshape the maritime industry by making environmental performance central to competitiveness. Shipowners must invest in low-emission technologies, with ammonia dual-fuel vessels offering a practical compliance path. Fuel producers are incentivised to shift toward cleaner alternatives, especially ammonia, amid uncertainty around e-fuels.
