COFRAC ACCREDITATION – THE FRENCH COMMITTEE FOR ACCREDITATION (COMITÉ FRANÇAIS D’ACCRÉDITATION) 

COFRAC, the French Committee for Accreditation, certifies the technical competence of verifiers for conformity assessment activities. This accreditation by COFRAC is crucial for guaranteeing that verification processes across various industries are conducted reliably and impartially.

In the aviation sector:

Group activity 12 of European Emissions Trading System (EU ETS) under:
  • The environmental Code (articles L.229-6, L.229-14)
  • The amended Directive 2003/87/EC establishing a GHG emission allowance trading system within the community
  • The regulation (EU) 2018/2066 on the monitoring and reporting of GHG emissions pursuant to Directive 2003/87/EC
  • The order of December 21, 2020, on the implementation modalities of specific obligations for monitoring, reporting, and verification of emissions and activity levels for installations subject to the GHG emission allowance trading system.
Verifications of CO2 Emission Statements under:
  • Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)
  • Annex 16 to the Convention on International Civil Aviation – Environmental Protection – Volume IV – Carbon Offsetting and Reduction Scheme for International Civil Aviation (first edition, October 2018)
Verification of compensation reports for greenhouse gas emissions from flights carried out within the national territory:
  • The environmental Code (articles L.229-55 to L.229- 50 and articles R.229-102-1 and R.229-102-13)
  • The decree N° 2022-667 of April 26, 2022, on the compensation of greenhouse gas emissions
  • The order of April 26, 2022, setting the minimum percentage of emission reductions generated by projects within the territory of the European Union to meet the compensation obligations of aircraft operators as provided in Article R.229-102-
  • The order of February 6, 2023, regarding the accreditation of verifiers and the verification of compensation reports for greenhouse gas emissions from flights carried out within the national territory.

In the maritime sector:

Evaluation of monitoring plans:
  • The regulation (EU) 2015/757, amended by Regulation (EU) 2023/957, concerning the monitoring, reporting, and verification of greenhouse gas emissions from the maritime transport sector
  • The implementing regulation (EU) 2023/2449 laying down rules for the application of Regulation (EU) 2015/757 regarding the templates to be used for monitoring plans, emissions reports, partial emissions reports, compliance documents, and company-level declarations
  • The delegated regulation (EU) 2023/2776 amending Regulation (EU) 2015/757 regarding the rules for monitoring greenhouse gas emissions from maritime transport and any other relevant information
  • The delegated Regulation (EU) 2023/2849 supplementing Regulation (EU) 2015/757 regarding the rules for reporting and submitting company-level aggregated emissions data
  • The delegated regulation (EU) 2023/2917 on verification activities, the accreditation of verifiers, and the approval of monitoring plans by the responsible authorities in accordance with Regulation (EU) 2015/757
