Following the UK’s exit from the EU (European Union) in January 2020, the EU MRV regulation (EU 2015/757) ceased applying to UK ports on January 1st, 2021. To maintain carbon emission monitoring within its territory, the UK implemented its own independent MRV system, effective January 1st, 2022. This system mandates CO2 emission monitoring and reporting for ships operating within UK waters.

To avoid duplication, voyages between UK and EEA ports will NOT have to be reported under the UK MRV, and vice versa. Data on these voyages should continue to be submitted to the European Commission under the EU MRV regime. 

Under current requirements, the only emissions data we require to be reported under the UK MRV regime are for the following voyages: 

  1. Voyages between two UK ports 
  2. Voyages between a UK and non-EEA port 
  3. Emissions generated at a UK port for the above voyages and when at berth at a UK port on voyages between UK and EEA ports. 

Voyages between a port in the UK and a port in one of the UK Overseas Territories or Crown Dependencies – such as the Falkland Islands, Gibraltar, Isle of Man, Jersey – need to be monitored and reported under the UK MRV regime.  

However, ports in these overseas territories and Crown Dependencies do not count as UK ports under the UK MRV regime. So, voyages between two Crown Dependencies or Overseas Territories – such as between Jersey and Guernsey – should not be included. Likewise, a journey from a port in an overseas territory or Crown dependency to a non-UK port should not be included. 

An assessed UK MRV monitoring plan needs to be in place by the end of 2021. If a ship already uses a monitoring plan under the EU MRV regime, the ship operator should confirm with the verifier if this is suitable for the UK MRV regime, or if changes are needed.

Process

Verification is an interactive process aiming to continuously improve the ship operator’s MRV management and control systems. The process follows a two-stage approach:

  1. Analysis of the design and implementation of the ship operator’s MRV management system (organisation, procedures, IT) and control system, identification of risk areas, and assessment of whether the procedures conform with the Monitoring Plan and the EU MRV Regulation. 

  2. Detailed testing and analysis of fuel data and other relevant information, including the comparison of voyages with ship-tracking satellite (AIS) data provided by supplier CLS. 

  3. Independent technical review, materiality analysis, verification opinion and document of compliance.

Which voyages are in the scope of UK MRV?

The UK MRV regulation applies to all ship voyages involving UK ports, including those arriving, departing, or traveling between them. However, to avoid duplicate reporting and simplify procedures, data on voyages between the UK and European Economic Area (EEA) countries is not required under UK MRV. This may change in the future, but for now, the focus is on: 

  • Voyages between two UK ports. 
  • Voyages between a UK port and a non-EEA port. 
  • Emissions generated within a UK port for any of the above voyages, including those on route between the UK and EEA.  

Does the voyage between two Crown Dependencies or Overseas Territories be included in UK MRV?

Voyages between two Crown Dependencies or Overseas Territories – such as between Jersey and Guernsey – should not be included. Likewise, a journey from a port in an overseas territory or Crown dependency to a non-UK port should not be included. 

Do I need to update my existing EU MRV plan?

While similar, some key differences exist between EU and UK regulations. We recommend an assessment for complete UK MRV compliance, even if you have an EU plan. 

How and where should I report my verified data for UK MRV?

The digital platform to report the UK MRV data will be ready in 2025. Till then, the operators are recommended to get their data verified till 2024. 

Does UK MRV, like EU MRV, only require reporting emissions from cargo-related voyages?

Yes, just as in EU MRV, only emissions from cargo-related voyages need to be reported under UK MRV.
